Tony is at the Motor Registration Office to get his Learner's Permit. Leanne the assistant tells him he will need to get his Birth Certificate because he hasn't got one with him.

[Scene pauses and thought bubbles appear]
(Leanne) Don't these people understand that they need identification?
(Tony) How am I going to get a Birth Certificate - my mother didn't even register me.
[Scene continues]

Tony doesn't have any luck in finding out how to get a Birth Certificate so a few days later he goes back to the registration office to ask for help.

[Scene pauses and thought bubbles appear]
(Damien) Poor guy - been getting the run around a bit.
(Tony) I wish these people would help me.
[Scene continues]

This time Damien tells him what identification he needs to take to the Post Office to get a certificate and how much it will cost. Tony is unemployed so has to wait until his next payment before going to the Post Office to apply for his Birth Certificate.

A few weeks later, Tony gets his Birth Certificate in the mail. Tony practices the road rules with his cousin and then goes back to the registration office with his birth certificate to sit for his test. But when he does the test, he doesn't understand the questions properly and gets confused. Tony fails the test and finds out that he will have to sit and pay for it again.

Damien lets Tony know that the next time he could make an appointment and do the test with someone who will sit down with him and ask the questions.

[Scene pauses and thought bubbles appear]
(Damien) This guy probably knows the answers to the test.
(Tony) I felt stupid not understanding the words in the test - great to know there's another way for me to do it.
[Scene continues]

So Tony makes an appointment a few days later and this time he passes the test. Tony has to wait for his next pay day until he can get his Learner's Permit.

His Learner's Permit finally arrives - He's spent six weeks and over $120 to get it!

(Tony) At least I'll be driving with a permit and won't get thrown into jail like my cousin who was caught driving without a license. He's ended up with thousands of dollars in fines.
